Estepona moves forward with Rafa Nadal's major real estate project in Los Llanos
The amendment to the General Urban Development Plan will allow the construction of 50 luxury homes in the coastal area, driven by Rafael Nadal and Abel Matutes Prats.
According to information published in the newspaper "El Español," the Estepona City Council has submitted the re-parceling project for the Los Llanos sector for public consultation, a key phase in the development of the ambitious real estate project by Rafa Nadal and hotel entrepreneur Abel Matutes Prats. The modification of the General Urban Development Plan (PGOU) will facilitate the construction of around fifty homes in this coastal area, adding to the environmental approval already granted by the Andalusian Government.
The project, which covers an area of 36,600 square meters of land, aims to create an exclusive luxury residential complex in one of the last untouched beachfront areas on the Costa del Sol. With the approval of the modified PGOU, the Los Llanos sector will see the construction of about 50 high-end homes, with an estimated urbanization cost of 1.5 million euros.

Progress in the administrative phase
The recent step taken by the Estepona City Council in approving the re-parceling of the Los Llanos sector follows the favorable declaration by the Andalusian Government regarding the environmental aspects of the project. This progress allows the project to enter the public information phase, which will be open for 20 days. During this time, any interested citizen can submit objections. The documents were published in the Official Provincial Bulletin (BOP) of Málaga on May 2nd, which can be found here, and later posted on the transparency portal of the Estepona City Council.
The new development will include significant contributions from the developer, Mabel Casa del Mar, S.L. Among these are lands designated for green areas and public roads, which will be handed over to the Estepona City Council free of charge. In total, the municipality will receive 6,299 square meters for the creation of a public green space, as well as 3,400 square meters of public roads, including a new street and a public beach parking lot.
Details of Rafa Nadal's real estate project
The project not only represents progress in terms of urban development but also improvements to local infrastructure. The Los Llanos development will include the construction of a road system that connects directly to the beach, as well as a series of pedestrian walkways that will enhance access to the Senda Litoral, one of the area's main tourist attractions.
Regarding the buildings, the plan includes homes designed in the "Mediterranean Village" style, focusing on blending with the surroundings and minimizing visual impact. The houses will be built with a ground floor plus two additional levels, while the area closest to the sea will have buildings with a lower height—just a ground floor and an attic—to help preserve the tree cover, especially the eucalyptus trees in the area.
A high-end project with a local touch
The real estate project is driven by Palya Invest, an entity based in the Balearic Islands that, formerly known as Mabel Capital Global, has acquired several plots in the area. Despite being a large-scale project, the initiative has been designed with an approach that respects the local environment and the architectural traditions of Estepona. Additionally, the building density is estimated to be moderate, with around 425 square meters of land per home.
This real estate development will take place on one of the last untouched beachfront lands in Estepona. As the administrative process progresses, the construction is expected to transform this coastal area into an exclusive luxury residential complex, with a design that respects the surroundings and the characteristics of the local landscape.
